It was essentially a drill, but because of recent events it took a life of its own. According to reports, tweets went out about a lockdown in progress due to a reported active shooter. The Base officials will be releasing a statement soon to let everyone know that it was indeed an active shooter DRILL not a real life active shooter situation and that no facilities are in danger and there are no barricades anywhere.
